Ministry of National Education is implementing the project "Modern systems of assessment, evaluation and information regarding doctoral theses and academic titles management for the Ministry of National Education" with SMIS 38699 code.

The project is co-funded by European Social Fund through Administrative Capacity Development Operational Program 2007-2013, Priority Axis 1: Structure and process improvements of public policies cycle management, Key area of ​​intervention 1.2: Increasing public administration responsibility.

Total eligible amount of the project (excluding VAT) is RON 14,989,844.11, of which:

  • RON 12,741,367.49 - Financial assistance grant;
  • RON 2,248,476.62 - Contribution of the applicant.

The overall objective of the project is to improve the organizational effectiveness of the Ministry of National Education, by implementing a modern system for assessment, evaluation and information regarding doctoral theses and academic titles management.

The project aims to improve the system for assessment, evaluation and information regarding doctoral theses and academic titles management, while increasing transparency and control over the processes.

The specific objectives of the project that facilitate the overall objective of the project are:

  1. Identifying specific problems on assessment, evaluation and information on doctoral theses and management of academic titles management by conducting a comprehensive study;
  2. Redefining procedures and specific workflows on assessment, evaluation and information on doctoral theses and academic titles management activities;
  3. Generating new procedural framework by developing modern tools to support assessment, evaluation and information on doctoral theses and management of university qualifications activities;
  4. Increasing staff skills through specific training activities for using the system implemented through this project.

Direct target group of the project is represented by 150 magistrates.

The main project activities are:

A1. Project Management;
A2. Providing information and publicity measures concerning the project;
B0. Organizing 4 visits to exchange experiences and best practices in 4 European countries;
B1. Making an analysis report on assessment, evaluation and information regarding doctoral theses and academic titles management within the Ministry of National Education;
B2. Providing the necessary infrastructure for the project implementation;
B3. Development and implementation of modern tools to support assessment, evaluation and information regarding doctoral theses and academic titles management activities within the Ministry of National Education;
B4. Testing workflow processes and support system;
B5. Analysis of the results based on activities deployed on the pilot phase;
B6. Making a report with improvements on functional and technical level recommendations;
B7. Training of 80 persons from the Ministry of National Education in Higher Education Management;
B8. Training of target group for proper use of tools implemented through the project;
B9. Support in system’s adoption and change management.

The project covers a period of 32 months.

Project Venue: Bucharest.

By implementing the project will be achieved the following results:

  • A set of modern tools to support the assessment, evaluation and information activities on doctoral theses and academic titles management;
  • A report analyzing the results obtained in the pilot phase of project implementation;
  • A report that will include recommendations for improving the functional and technical levels;
  • Improved skills levels for members of the targeted group of the project, by supporting specialized training sessions.

There will be performed the necessary activities required for integrated IT system development and implementation which will include six modules:

  • Support module for the process of obtaining the doctorate title which includes an anti-plagiarism software component;
  • Support module for the process of academic titles management;
  • Simulation, execution and workflow process monitoring module
  • Analysis and reporting module
  • Consultation Portal, Q & A, communication and publication
  • Indexing and search module

According to the implementation schedule, the project is currently in the development phase of the integrated IT system. The launch of the pilot integrated IT system will be in August 2014, followed by processes and IT tools testing processes in the pilot phase, the analysis of testing results and recommendations phase. The completion of integrated IT system is planned for February 2015.
