A new state-of-the-art tool is used for identifying terrorist content on the Internet

90% of the terrorist activity on the Internet takes place through social networking sites. Law Enforcement Agencies from five European countries will pilot a solution with the contribution of the Romanian IT company SIVECO: RED-Alert

This month, SIVECO Romania hosted the latest RED-Alert technical meeting, attended by the representatives of 13 international partners in the project. This meeting comes with new valuable updates after the consortium meeting in Malta, on March, when all 15 partners were present.

RED-Alert is a research-development and innovation project funded by the European Commission's Horizon 2020 program, which aims to develop new tools for online analysis and monitoring to combat terrorism.

Psychological warfare, propaganda, recruitment and misinformation are being detected on online communication channels with the help of digital tools that will increase accuracy in predicting content with potential terrorism. The content on social media is analyzed using tools such as NLP (Neural Language Processing), SNA (Social Network Analysis), Complex Event processing (CEP) and SMA (Social Media Analysis). This is the first time all these content analysis tools are integrated into a unique solution.

Five Law Enforcement Agencies (LEA) will contribute to the validation of the final solution. These LEAs will pilot the solution to countries such as Spain (GUCI), Israel (MOPS-INP), Romania (SPP), Moldova (SPPS), UK (SO15).

Special attention was given to the moral and legal aspects of the process and the final toll that will be used by LEAs for radicalization early stage detection.

Also, as data protection is essential when designing such a tool, Privacy by design was considered for RED-Alert solution for ensuring privacy of data as new GDPR law imposes.
