Ministry of Education and Scientific Research implemented an information system ensuring an efficient management of doctoral theses and academic titles

The Ministry of Education and Scientific Research (MECS), as beneficiary of the project „Modern systems for takeover, assessment and informing regarding the doctoral (PhD) theses and of management of academic titles within the Ministry of Education and Scientific Research” SIMS code 38699, aims at improving the its organizational effectiveness, by implementing an information system to ensure an efficient and transparent management of PhD theses and academic titles as well.

The project was implemented by the consortium formed of the companies KMPG Romania S.R.L. and SIVECO Romania S.A., starting with date of 23.12.2013. Through the objectives, activities and results reached, the project contributes to reducing the administrative tasks, stress being laid on improving quality, on simplifying regulations and on improving the relationship with users of public services.

Within the project, throughout the implementation period, the association KMPG Romania S.R.L. and SIVECO Romania S.A. developed an IT system IT facilitating takeover, assessment and informing regarding the doctoral (PhD) theses and of management of academic titles.  Currently, the system helps to improving the organizational effectiveness of the Ministry of Education and Scientific Research and to increasing the degree of transparency and control over the work processes. 

Main results delivered:

  1. Identifying the problems specific to the activities of takeover, assessment and informing regarding the doctoral (PhD) theses and of management  of academic titles, by carrying out a comprehensive study;
  2. Enduring the necessary  infrastructure for the project’s implementation;
  3. Redefining the procedures and workflows specific to activities of takeover, assessment and informing regarding the doctoral (PhD) theses and of management  of academic titles;
  4. Generating a new procedure- based framework through development of a modern system in support of the takeover, assessment and informing regarding the doctoral (PhD) theses and of management  of academic titles;
  5. Testing the work processes and the support system;
  6. Analysis of results, based on the activities developed in the pilot phase;
  7. Carrying out a report with recommendations for improvement at the functional and technical level;
  8. Increasing the staff competencies, through specific training activities for using the system  implemented by the current project;
  9. Supporting the system’s adoption and the change management.

The project is co-funded from the EUROPEAN SOCIAL FUND  through the Operational Program Development of Administrative Capacity 2007-2013, Priority Axis 1: Improvements in structure and process of the public policies cycle’ s management, Major field of intervention 1.2: Increasing the process of making the public administration responsible.
