Romanian participation at the 4th World Education Market edition, Lisbon, 20th -23rd of May 2003

Bucharest, 20th of May 2003 - Romania participates at the exhibition of educational products World Education Market (WEM), held in Lisbon, during 20th - 23rd May 2003, with a delegation made up of the Ministry of Education and Research and SIVECO Romania representatives.

WEM is an important international event that brings together buyers, decisional government factors and last but not least, major international didactic material, technology, solution providers.

The 4th WEM edition represents a unique platform for establishing new partnerships between government institutions, schools and producers all over the world.

"Due to the strong support from the government for improving the educational structure, Romanian market is already representative from the educational software point of view," declares Traian Ionescu, professor and Director of the General Computerization Division, Public Relation, Administrative and Personnel from MEC. "Romania's team showed at WEM educational reform progress in our country - IT reform projects in schools, among which only SEI program (Computerized Educational System) - is worth 200 Million USD. SIVECO Romania is MEC?s most important partner in this reform."

The Romanian stand will host SIVECO Romania's presentations: Radu Jugureanu, professor and responsible and for AEL project educational material and Stefan Morcov, AEL project  manager  at SIVECO Romania. 

  • 21st of May, 11:30: AEL-Integrated System for Learning and Administering the Electronic Didactical Content.
  • 21st of May, 15:30: AEL- system based on modern educational principles
  • 22nd  of May 11:30: AEL- knowledge vs. behaviour  
  • 22nd of May 15:30: AEL - built for learning intelli-gently
  • 23rd of May 13:00: AEL - Electronic Didactical Content created by students.

The presentations will be accompanied by demonstrations, communication sessions- during the Friday, 23rd May session, Traian Ionescu, will present "Romanian National Spotlight".

"Our first participation at WEM was last year, when we were very pleased and impressed by the variety of educational content and by the partnership opportunities revealed during this event" declares Florin Ilia, Internet Space Department Manager at SIVECO Romania. "We came with many ideas for improving our educational software and we established numerous business perspective contacts with producers of educational software or didactic materials in electronic form from USA, Canada, UK, Germany, France, Australia, Italy, Poland, Turkey, Sweden. Meanwhile, the AEL and SEI projects progressed very much - and so did our expectations regarding the opportunities of such a major event as the one in Lisbon." 

About WEM

Many subjects regarding today's and tomorrow's education are to be found on WEM agenda, among which general policies, practical strategies and global models.  Plenum conferences, work sessions, case studies and live demonstrations can be seen at WEM 2003.  Special work sessions like "Meetings of Like Minds", "National Spotlights", "e-Learning Village and Cities & Regions Agora", "Broadcasters? Village", where participants will share knowledge, experience and results with the international authorities in the field of education.

About SEI

The Computerized Educational System was initiated by the group for Promoting the Information Technology in the spring of 2001.

In the first stage of the program, there have been installed computerized labs, including last generation technologies, provided by HP, IBM, Fujitsu Siemens Computers and SIVECO Romania in 120 schools and high-schools in all the important cities in Romania.

At the moment such labs are installed in 1 220 high schools all over the country a process that will continue in the over 6000 schools in Romania.

The SEI program for the educational system reform supports all the objectives of this reform, being in accordance with the eEurope strategy elaborated by the European Community. It is as well integrated in the European eLearning initiative.

The SEI program is a complex one, and involves many human and material resources.

The SEI strategic stages are compatible with those of the educational process. The technical action directions within SEI include five sub-projects, all of them very important and simultaneously implemented: 

  • The hardware and communication infrastructure provides schools with computers, which are connected to Internet, so that every student and teacher can have access to a work session on a latest generation computer. Every student or teacher will have Internet access, so that they can they can be informed any moment about the novelties in any field.  The Internet must be one of the most important information means and the communication environment between schools and the Ministry (which will allow the Ministry to monitor the schools activity at national level, centralized archive management, automated distribution and update of the manuals) and also between schools (e-mail, electronics conferences etc). 
  • The software infrastructure is given by the AEL integrated information system (educational and management software.) AEL is an integrated system, which assists the teachers, students and other persons involved in the educational process.  The AEL system was chosen by MEC as a platform for the educational content developed within SEI, but it is a product whose functions are useful to any educational form: graduate or professional employee training.

AEL system is based on modern educational methods. First of all, it is in accordance with the three successive stages generally defining the educational process: Acquiring basic knowledge, Developing tactical thinking, Developing strategic thinking. The AEL system is an open, dynamic, permanently extendable system, the information being stored according to the existing standards. The educational support for teaching includes tutorials, exercises, simulations, problem solving, educational games. The system is based on an electronic knowledge center, based on manuals presented in electronic format, their content exceeding the usual printed presentation. It also manages other materials, in various forms of presentation, including a variety of multimedia content: video demonstrations, documentaries, slide by slide presentations, animations. The knowledge base offers search features on key words, patterns, areas of interest. The system aims to integrate both elementary applications, (such as assistance for learning typing methods) and office assistance software, complex simulation in several areas and so on.  The system also offers support in the area of student evaluation and assistance for managing and monitoring the performances and the activities at school unit and teacher level . 

  • Elaborating the program and validating the methodic regulations for integrating the computer assisted training in the school program will be the first step in the SEI system.  The evolution of the school curriculum and methodology is a continuous process, improved with every stage.
  • Every level training - Training is a process for the didactic personnel, so that it can be transmitted further on to the students, as it is oriented towards using the whole infrastructure. It starts with basic elements, such as tasting, general knowledge about computers and information technology. The training means and support consist of short preparation courses, didactical materials on different levels, Internet access, schools provided with educational software the teacher can also benefit of.   
  • Creating and improving the didactic materials fund

Elaborating, publishing and using the educational standards is the first step in this direction. The didactic environment and the students with advanced knowledge will be involved in elaborating the materials. Already developed component will be integrated as well and the creation of new component/applications will be stimulated (such as students generating exercises, creating tutorials etc

About Educational Assistant for Schools and High-Schools:

AEL (Educational Assistant for Schools and High-schools) is an integrated system assisting pupils, teachers and all the participants at the learning process developed by SIVECO Romania and constitutes the axis of the software applications in the information program of the Romanian schools.

Started in 2001, the program promotes in Romania educational methods aligned to the European standards.

The AEL system is built up based on modern educational methods, which conform to the three stages which generally define the educational process: obtaining basic knowledge, developing the tactical and strategic thinking.

The didactical support offered for teaching includes tutorials, exercises, simulations, problem solving and educative games. The system has on an electronic center of information based on manuals in electronic form and with a content, which exceeds the usual text presentation. It contains as well other materials, in different forms of presentation, including a variety of multimedia content (video demonstrations, step-by-step presentations, animations). The knowledge base offers search functions by key words, templates, areas of interest.

The system aims to integrate both basic applications (such as programs for typing learning) and office tools, complex simulation devices in different fields and others.

The system also offers facilities in evaluating the students: 

  • Electronic tests, with assistance for grading;
  • Support for drawing up tests, for choosing, at random, a set of questions out of several possibilities;
  • Electronic catalogue;
  • Chronological data about each student;
  • Participating in competitions, evaluations, simulations, tests at local, regional and national level.
