Bucharest - SIPLANET (Transport Scheduling, Execution and Monitoring System) represents a complex project from the software solutions and infrastructure points of view, developed by Internet Space department within SIVECO Romania, in association with UTI Group, on the request of the Movement Coordination Center of the Romanian Ministry of Defense; the purpose of the project is to computerize the NATO transport missions at this level, as well as at other military partnerships crossing the Romanian territory.

Transport missions coordination requested by NATO or other military partners of the Romanian Army, is a complex activity made up of the following main stages:

  • Official requests reception for transport approval;
  • Requests in the processed demands analysis;
  • Preparation of the necessary documents for obtaining the missions' approvals;
  • Transport routes schedule at route point level, as well as at the level of the time evaluated for reaching these points;
  • Resources schedule for providing the necessary transport services (fuel supply, accommodation etc);
  • Monitoring the missions' evolution and establishing the periodic reports related to the situation of this evolution.

According to Movement Coordination Center of the Romanian Ministry of Defense officials, the territorial organisms of the institution above-mentioned assist all these processes which have specific support and coordination roles at the local level of the international transport missions.

The technical solution adopted after analyzing the customer's request and created by SIVECO Romania team and the technical inspections in the field, achieved by UTI Group, were based on the specific architecture of n-tier applications, which allows the users? connection by fix work stations, as well as by mobile communication systems, by GPRS.

The system, which has already been successfully launched in production, allows now the employees of the Movement Coordination Center of the Romanian Ministry of Defense the connection, both at central and territorial level, by different types of existent ties, to the central database and the operation by the user interfaces, developed in Java technology.

"Among the most important advantages the system provides for Movement Coordination Center of the Romanian Ministry of Defense activities there can be mentioned the possibility to follow, in real time, the evolution of the NATO transport missions on the Romanian territory, due to the solution based on the central database", declares Dana Şargu, Project Manager at SIVECO Romania. "Any information update related to a certain transport mission can be viewed immediately by all the users online at that moment".

A special mention deserves the product's ability to optimize the transports scheduling and monitoring - their route can be modified or completed with further details any moment if necessary and the users can be notified in due time on any operated modification.

The system allows the users to store in the database a set of information related to a transport mission and includes advanced search mechanisms based on these pieces of information; this involved an optimization of document workflow evidence ssociated to any transport mission.

Another important aspect refers to the system flexibility provided by the solution, which includes mobile communication systems, as well as to its extensibility. The number of users is not limited from the software solution point of view, which means that subsequent project stages can be incorporated in other territorial transport departments which belong to the Movement Coordination Center of the Romanian Ministry of Defense, without structural modifications in the system.

A classified lists system provides the accuracy and integrity of the information introduced in the database, so that most pieces of information are introduced by selecting a value from the corresponding classified list, instead of introducing them directly, by tastes.

The advanced report and analysis system is based on one of the most revolutionary tools: Oracle 9iAS Discoverer. The mechanism for information validation, provided by the classified list system, offers ideal support for the complex analysis and reports Oracle 9iAS Discoverer can generate.

The customer also takes into account a possible system extension, by including, from a logistic point of view, of a greater number of work stations on the Romanian territory, as well as by integrating a mechanism for computerized transports evidence by GPS devices. SIVECO and UTI specialists are to design and develop a solution able to fulfill the team requests within the Movement Coordination Center of the Romanian Ministry of Defense.

SIPLANET system is based on the specific architecture of n-tier applications, which allows the users' connection by fix work stations and mobile communication system, by GPRS.

For the central database Oracle Server 9i was chosen, while Oracle 9iAS was selected for the application server. The two servers, which belong to Oracle 9i generation, were selected in order to cover all the requests expressed by the client, from the point of view of the information volume, as well as from that of the data security and operations with these data. The authorized users can connect from any point to the application, by a VPN network, by encoded data channels or dedicated lines, which provides maximum data security. Once they were allowed in the system, the user need no more than an Internet browser in order to take data from the system or / and update such data.
