SIVECO developed 12 state-of-the-art eLearning courses on Good Democratic Governance

The courses and platform were developed and implemented within the framework of the Partnership for Good Governance (PGG), between the Council of Europe and the European Union

How does a public administration official tackle a conflict of interests? How does one choose between the economic welfare of the community or the environmental welfare of the land that the community relies on? Should the elected representatives be open towards media? What would they gain if they were willing to provide information to the media? Good Democratic Governance is a requirement for all levels of public administration. At local level, it is of fundamental importance because local level government is closest to citizens and provides them with basic services for their life.

The Council of Europe defined 12 principles of Good Governance and European Label of Governance Excellence (ELoGE), which represent the fundamental values of European democracy.

The 12 principles are pillars of "The Strategy for Innovation and Good Governance at Local Level" assisting public authorities in improving the quality of governance at all levels and enhancing service delivery to citizens. They cover issues such as ethical conduct, rule of law, efficiency and effectiveness, transparency, sound financial management and accountability.

Ele acoperă teme precum comportamentul etic, statul de drept, eficiență și eficacitate, o solidă gestiune financiară și responsabilitate.

SIVECO Romania designed, developed and implemented the eLearning tool that supports the on-going process of local government to ensure ethical behavior by locally elected representatives in the regions, and to help improve the financial and human resources management of local administrations based on European standards and benchmarking processes.

The project was implemented within the framework of the Partnership for Good Governance (PGG), between the Council of Europe and the European Union, particularly for the Eastern Partnership countries of PGG (Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus).

„The Development of the Council of Europe e-Learning Platform on good governance at local level” was the first project that SIVECO developed for the Council of Europe. We have delivered an accessible and easy-to-use eLearning platform with 12 eLearning courses on good governance at local level, as well as hosting and maintaining the eLearning courses and platform”, says Dorothea Caraman, Project Manager at SIVECO Romania.

The eLearning platform supports participants in gaining a richer understanding of governance. It helps the users – local administration personnel, local officials or employees and students - to think critically and independently about how to continuously improve their own local governance systems in accordance to the values embodied by the Council of Europe principles and by the standards of Good Democratic Governance.

The eLearning courses were designed to be used in different learning contexts, suitable either for online or blended learning, synchronous or asynchronous, that allow either independent usage or assisted by a trainer/ tutor.

The digital resources developed by SIVECO Romania are available to any authorized users to be accessed online on any device. It is a new way of learning that increases the attractiveness and efficiency of the course support, byways of critical thinking. 

The designed courses contain case studies and practical exercises so users can acquire valuable governance knowledge downloading or following online the course. 

With an in-depth knowledge in e-Learning, our specialists developed an accessible and dynamic e-Learning platform, meant to make users understand and better apply the 12 Principles of Good Governance in real life. SIVECO is the only Romanian software and IT services provider that has signed contracts with central organizations of the European Commission. The company has already been selected by the Publications Office of the European Union, European Aviation Safety Agency, the Consumers, Health, Agriculture and Food Executive Agency (CHAFEA), the Directorate General Justice and Consumers, Eurostat (European Union Institute for Statistics), EuropeAid Cooperation Office, and the European Investment Bank, Taxation and Customs Union Directorate-General (DG TAXUD), Directorate General for Communications Networks, Content & Technology (DG CONNECT), Council of Europe.
