SIVECO Romania develops the eLearning platform for good governance at local level for the Council of Europe

The project is implemented within the framework of the Partnership for Good Governance (PGG), between the Council of Europe and the European Union

Should the elected representatives be more interested in getting things done than in how things get done? Or maybe these two should actually go together? The principles on good governance issued by the Council of Europe state the matter clearly. In order to reach both elected representatives and officials in the local administrations, the council is preparing a state-of-the-art eLearning platform with courses on the 12 principles.

Building on 15 years of eLearning experience and its projects delivered in 27 countries, SIVECO Romania will be developing and implementing the eLearning platform and a full eLearning course on good governance at local level, as well as hosting and maintaining the eLearning courses and platform.

The project is implemented within the framework of the Partnership for Good Governance (PGG), between the Council of Europe and the European Union, particularly for the Eastern Partnership countries of PGG (Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus).

The project focuses on the 12 European Principles on Good Democratic Governance and the European Label on Governance Excellence (known as “ELoGE”) issued by the institution based in Strasbourg. The scope of this project is to support the on-going process of local government in participating countries to promote ethical behaviour by locally elected representatives in the regions, and to help improve the financial and human resources managements of local administrations based on European standards and benchmarking processes.

According to the Council of Europe, the principles on good governance are:

  4. Openness and Transparency
  5. Rule of Law
  6. Ethical conduct
  7. Competence and Capacity
  8. Innovation and Openness to Change
  9. Sustainability and Long-term Orientation
  10. Sound Financial Management
  11. Human rights, Cultural Diversity and Social Cohesion
  12. Accountability

The main objective of the project is to support local government elected representatives in the EU regions, and officials in the local administrations, to be informed, to learn and be certified, to communicate and exchange best practice through the eLearning platform, thus increasing efficiency in the implementation of EU/CoE regulations and creating a pool of EU-wide resources and capacities related to training and knowledge building.

The eLearning courses will be designed to be used in different learning contexts, suitable for exclusively online or blended learning, synchronous or asynchronous, that allow either independent usage or assisted by a trainer/ tutor.

The digital resources developed by SIVECO Romania will be made available to any authorized users to be accessed online on any device. It is a new way of learning that increases the attractiveness and efficiency of the course support, by ways of critical thinking.

The team of Romanian experts that developed the award winning e-Content library AeL - World Summit Award Winner – has an extended experience with IT&C in nationwide education projects. SIVECO also has a project management team that has been awarded The IPMA International Project Excellence Award in multiple ocassions“, says Ștefan Morcov Vice-president within SIVECO Romania.

The „Development of the Council of Europe e-Learning Platform on good governance at local level” is the first project that SIVECO has developed for the Council of Europe, but not the first project for a European organization. For the last 10 years, SIVECO has provided IT services directly to the European Commision organizations: DG TAXUD (Directorate-General for Taxation And Customs Union), DG JUST (The European Commission Directorate-General for Justice & Consumers), CHAFEA (Consumers, Health, Agriculture and Food Executive Agency), DG CONNECT (The European Commission Directorate-General for Communications Networks, Content & Technology), EuropeAid (Cooperation Office of the European Commission).
