SIVECO Romania - ORACLE Romania partner in the field of specific solutions for Local Public Administration by Infokiosk application

Bucharest, 25th November 2002 - Started in 1995, the collaboration between ORACLE Romania and SIVECO Romania takes place in several fields of activity: technical, commercial and marketing. The company's most important product, SIVECO Applications ERP package is developed in ORACLE technology. Besides the abilities in ORACLE technology, SIVECO Romania is also able to implement, in a specific department, ORACLE Applications. Internet Space department is also in charge of several projects which promote the latest ORACLE technologies.

SIVECO Romania is part of ORACLE Partner Network (OPN) program and the special award ORACLE Romania offered us at BINARY 2002 represented an acknowledgement of our company contribution at the business results obtained by ORACLE Romania in 2001.

During the event that ORACLE Romania recently organized at Brasov for Public Administration - City Halls, Mr. Daniel Pisaru, Account Manager at SIVECO Romania, presented the Infokiosk solution developed by SIVECO Romania.

"The system aims, first of all, to increase the quality and accessibility of the government services, whose beneficiary are the citizens, the business environment and the public officers, by creating and offering them an integrated information system in areas of social, cultural and economic interest", declared Daniel Pisaru in the preamble of his presentation. "InfO-KIOSK solution satisfies the users' demands by creating an information access infrastructure to public and private interest pieces of information, that can be used for a great diversity of computerized services necessary in the context of the Information Society."

The portal-type architecture of the solution, based on ORACLE technology, provides a great flexibility in defining the desired services, a natural interface with the services offered by public officers and a unitary platform to develop and maintain the system. The application is built on modules and can be easily extended with new features, without perturbing the existing components and without the need to re-organize the data in the system.

A short review of the projects that SIVECO Romania was part of in order to successfully develop and implement Infokiosk solution, represents an exceptional reference for the company's valuation survey in the field:

  • The aim of the pilot project, developed for the Ministry of Communication and Information Technology in 2001 was to initiate the distribution of Infokiosks all over the country, with an emphasis on the less computerized areas. The infokiosks will constitute an informational portal, grouping the information from several government sites, as well as other useful public information. The project was implemented by INTRAROM, SIVECO Romania and Ericsson. SIVECO Romania designed, developed and implemented the software application.
  • The project implemented at the 5th Sector City Hall was the natural consequence of its desire to consolidate the Citizen - City Hall relationship, by creating an information infrastructure with access to private and public-interest information, to inform the citizens about the problems related to taxes and rates, to achieve tax electronic payments, to introduce suggestions and complaints, to complete standard forms on-line. The project was coordinated by ICI as an integrator and was created by SIVECO Romania S.A., Intrarom and Ericsson consortium. SIVECO Romania designed, developed and implemented the software application.

Referring to the project advantages, Pisaru showed that: "The final purpose is to get a raise in the quality and accessibility of the government services, whose beneficiaries are the clients, the business environment and the employees of public services - the public officers".

By using such an information system, the authorities can obtain:

  • A better communication with the citizens and a better image, as a consequence of the transparence;
  • The conscious participation of the citizens to economic, social and cultural community life;
  • Democratization of information, by providing coherent, relevant and updated data;
  • Increased access to national and universal culture, by accessing the information and documentation data bases;
  • A reduction in the work volume of the public officers and, consequently, in the time spent by the citizens for solving their problems;
  • Forming the human resources at a large scale, as a mass phenomenon.
